NSPA closes bidding for Risk Reduction and Feasibility Studies to shape NATO's Future Surveillance and Control

LUXEMBOURG - As part of the Alliance Future Surveillance and Control (AFSC) project, the NATO Support and Procurement Agency (NSPA) launched in July 2021 an international competition for Risk Reduction and Feasibility Studies to further analyse and develop the feasibility of the three high-level concepts previously identified for future surveillance and control capabilities. The bidding process closed on 9 November 2021 with significant interest from allied industries.  

NSPA is now assessing the different responses in coordination with the Allied Command Transformation (ACT) and will award three separate contracts to Industry for the Risk Reduction and Feasibility Studies in spring 2022. 

"Over the last months, our engineering and procurement teams have been working to prepare a significant Invitation for Bids package which was very well received by industry. We have completed another key step that brings NATO closer to realizing AFSC ambitions for a future integrated and interoperable multi-domain surveillance and control capability", explained Mr Cagatay Soyer, AFSC Project Manager.

After an expected development time of one year, the outcomes of the three studies executed by Industry will undergo technical and operational assessments by the AFSC Project Office supported by other NATO Bodies (Bi-SC, NCIA and STO) and National Subject Matter Experts, with the aim to select a final AFSC Technical Concept.

The AWACS fleet, NATO's key surveillance and control asset, is planned to retire in 2035, after 50 years of service. To plan for the required follow-on capability, NATO launched the Alliance Future Surveillance and Control (AFSC), an innovative project where NATO is involving Industry at a very early stage to develop new options for NATO surveillance and control capabilities, based on future technology and requirements.
