NSPA supports Norway under UN mission in Mali

27 August 2014

NSPA has received a tasking from Norway through the Operational Logistics Support Partnership (OLSP) to support their operations in Mali.

Norway, as part of the United Nations Multidimensional Integrated Stabilization Mission (MINUSMA) mandate in Mali, identified a requirement for Food Services Personnel - food handlers - to provide food delivery services to the Norwegian Armed Forces Camp in Bamako, Mali.

The task was assigned as an urgent operational requirement and was particularly demanding. The required services had to be tailored especially to cover national requirements and at the same time remain flexible enough to handle the evolving conditions of an operational military mission. Moreover, the time available to plan, prepare and implement a solution was limited by Norway to twenty five working days in order to deliver the services when they were required.

NSPA/OLSP accepted the challenge and in close cooperation with the Food Cell of NSPA’s Logistics Operations (LO) program and the NAF established an Integrated Project Team (IPT) with the Operations Planning Office (LL) in the lead. This IPT developed the related Statement of Requirement and Statement of Work that led to the timely establishment of the contract.

After contract award the planning phase was concluded and the IPT handed over to the LO Programme to implement the contract for services. This cooperative approach and outstanding team effort enabled the Agency to successfully meet the challenging timelines.

“With this effort, NSPA has provided satisfaction to Norway and gained an operational footprint in Africa demonstrating its ability to work quickly and highly effectively in a dynamic international military environment to support not just NATO operations but, indeed, UN operation, “ explained Mr. Orhan Muratli, Programme Manager for the Operations Planning Office.
