Signature of an agreement on air traffic control tower

A Sales Agreement between the NATO Support Agency (NSPA) and the Hungarian Ministry of Defence was signed on 26 March. This agreement establishes a formal framework for contracting, finance and infrastructure support for the design, construction, equipping and testing of a new Auxiliary Air Traffic Control Tower (AATCT) at Pápa Air Base in Hungary.

This military air base is the home base of the Strategic Airlift Capability (SAC), a multi-national cooperation between 10 NATO nations and 2 PfP nations for which NSPA/NATO Airlift Management Programme Office (NAM PO) and the Heavy Airlift Wing (HAW) jointly deliver strategic airlift.

The signing took place at the SAC Advisory Committee meeting when it convened at NSPA in Luxembourg. Mr Patrick Fesquet, Director of Procurement, signed the agreement on behalf of NSPA. On behalf of Hungary, the agreement was signed by Colonel Tibor Balla, Deputy Director General of the Hungarian Ministry of Defence Economic Bureau. The AATCT is a project of the Hungarian Ministry of Defence and one of many other SAC infrastructure development projects at Pápa Air Base.

Recently, an Interim Cargo Facility was inaugurated for use by the SAC participating nations, improving the hub function at the base and making airlift operations more efficient. In addition, the SAC participating nations will build permanent facilities in the next three years, to include a C-17 maintenance hangar and premises for the NAM PO and HAW staff. This agreement allows the Hungarian National Traffic Authority to issue the construction permit for building the C-17 hangar. Furthermore Hungary will build a new passenger terminal to handle military personnel moving in and out of the area of operations.
