Procurement Rules and Provisions

NSPA procurement is governed by NSPO's Procurement Regulations, which establish the overall policy, and NSPA Procurement Operating Instructions providing the executive level.

For those requirements subject to NATO common funding, NATO regulations other than NSPA's can be applicable, namely NATO Security Investment Programme (NSIP) Procedures for International Competitive Bidding or the Bi-Strategic Command (Bi-SC) Procurement Directive.

The thresholds for procurement processes and remedies are normally set with reference to NSPA Financial Levels, which are updated yearly.

Ethics and Integrity

NSPA staff members and business partners must uphold the highest standards of ethics and integrity. The standards of conduct applicable to NSPA staff members can be found in the NSPA Code of Conduct whereas the standards of conduct applicable to NSPA business partners can be found in the Supplier Code of Conduct.

NATO Standards and other documents

NSPA requirements often include or relate to NATO Standards or publications. For NATO standards publications (Standardization Agreements (STANAG), Allied Quality Assurance Publications (AQAP), etc.), see General Quality Assurance Provisions.

The NATO codification system is the standard way of identifying spare parts, components and supplies within NATO as well as many non-NATO nations that have been joining the system. More information is available under www.nato.int/codification
