Trust Fund Projects


NATO has developed a number of partnership tools and mechanisms to support cooperation with partner countries through a mix of policies, programmes, action plans and other arrangements.

Amongst the tools developed, the Partnership for Peace (PfP) Policy enables individual Allies and partners to support security and defence-related projects to build capabilities in partner countries through individual Trust Funds.

NATO Trust Fund projects originated as medium to long-term projects enabling Partnership for Peace (PfP) nations towards their compliance with international conventions. These projects help to increase stability, diminish threats to peace and build strengthened security relationships between NATO and non-member countries in the Euro-Atlantic area.

Strong of its expertise in managing these type of projects, NSPA acts as project executing agent in most Trust Funds, leveraging project management, commercial and expert technical skills available within the Agency as well as its strong links with Ministries of Defence (MoDs).

SCOPE

NSPA support partner nations in:

  • The disposal of their anti-personnel land mines (APLs) stockpiles, surplus munitions, unexploded ordnance and Small Arms and Light Weapons (SALW), Man Portable Air Defence Systems (MANPADS)
  • Strengthening ammunition management operations to improve the physical security and stockpile management, including all aspects of ammunition life cycle management such as procedures, storage, marking and labelling, safety, in service surveillance, accountability
  • The development and transformation of partners' professional military education and training capabilities
  • The implementation of UNSCR 1325 on women peace and security
  • Valuable practical cooperation logistics operations as well as disposal of dangerous waste (radioactive, chemical), support to wounded soldiers, implementation of Explosive Remnants of War / Mine Risk Education (ERW/MRE) program.

NSPA implements Trust Fund project adhering to the highest values of environmental, health and safety standards, taking into consideration European Union and national legislation. All Trust Fund projects are transparent and verifiable, this reassures donors that the work is conducted properly and their funds are being spent expediently. NATO's Financial Controller oversees the financial aspects of each project.

It has to be emphasized that NSPA support to partner nations is not limited to the aforementioned activities, but can be custom tailored to meet the different requirement of various partner nations. This is happening on carefully aligned to NATO's Doctrine & Policy assisting the development of national approach structured on the NATO model.

Project overview

ARMENIA I

Objectives: Demilitarization, dismantling and disposal of 140 decommissioned military vehicles and the reduction of 21 armoured combat vehicles and delivery of Explosive Remnants of War (ERW) and Mine Risk Education (MRE) programme.

EGYPT ERW DETECTION

Objective: Enhancement of ERW Mine Detection and Excavation.

GEORGIA VEHICLES FOR TRAINING CENTRE

Objective: Procurement vehicles and equipment for the MoD Joint Training and Evaluation Centre (JTEC) in Georgia as part of the Substantive NATO-Georgia Package (SNGP).

JORDAN CODIFICATION CAPABILITY

Objective: Implement NATO codification system and support Tier 2 FOC.

JORDAN III

Objective: Support the recruitment of female officers and gender training through the development and implementation of a 3-year Action Plan; the enhancement of a training centre infrastructure.

JORDAN IV

Objective: Finalise the capacity for national stockpile management through a demilitarisation centre, a propellant surveillance and the destruction and recycling of obsolete ammunition.

MAURITANIA II

Objective: Physical Security and Stockpile Management (PSSM); Destruction, Demilitarisation and Disposal (D3) and Defence Reform (DR).

MOLDOVA I

Objective: To develop capabilities on mitigation of the biological risks of Anthrax in the Republic of Moldova.

SERBIA IV

Objective: Develop additional demilitarisation capacity at TRZ Kragujevac and carry out industrial demilitarisation.

UKRAINE EOD and C-IED

Objective: To assist in setting the foundations for transformation of EOD and development of Counter-IED in Ukraine along the NATO approaches.

UKRAINE II Phase 2

Objective: To improve regional security and the safety of the population and support Ukraine to fulfil Ottawa Convention Commitments.

UKRAINE Logistics & Standardization

Objective: To enhance the National Codification Capability, to improve the Armed Forces Supply Chain Management Capability and the Standardization Management Capability of Ukraine.

UKRAINE MEDICAL REHABILITATION

Objective: To ensure that injured Ukrainian servicemen / women have access to appropriate rehabilitation services and provide the local rehabilitation centres with the right services capabilities.

UKRAINE RAD WASTE II

The disposal radioactive waste from former Soviet military sites and enables Ukraine to recover and secure radioactive material according to international standards to protect human health and the environment.
